The participants of the All-Russia forum "Russia - Country of Sports" held in October, 22-25 2009 in Kazan in accordance with the Decree of the President of the Russian Federation № 863 2009/07/27, would like to lay stress on the fact that the future of the world sport depends on the development of democratization, guarantee of equal opportunities, transparency and embodiment of humanistic ideals and values, doping control, scientific achievements exchange, higher governmental responsibility, private capital and public organizations` involvement in the development of physical culture and sports.
Considering the above-stated issues the participants of the All-Russia forum "Russia - Country of Sports" have decided to recommend to all the interested federal, regional and local authorities, public associations, scientists, physical training teachers, sportsmen, coaches, sports doctors, physical training specialists, businessmen and mass media representatives
- to pay special attention to the increasing role of physical culture and sport in the integration of healthy lifestyle; to take part in the enhancement and search for new ways of population involvement in regular sports activities subject to their interests and needs;
Exercises and sport should become for Russian people an internal need, an infallible way of socializing, disease prevention. It should be seen as a means of rehabilitation, stress and negative social phenomenon resistance.
- to contribute to the modernization of students` physical education basing on the necessity of securing at least 6 hours of physical activity and at least 3 classes of physical training a week; to promote sports clubs` creation in schools, enterprises and associations as well as in neighborhoods and recreational facilities as a basic link of organization and development of physical culture and sport system in the Russian Federation;
- to assist with the creation of national system of volunteers` preparation in order to involve these volunteers in healthy life and mass sport promotion campaigns for children, teenagers and youth; to promote the development of adaptive sports and guarantee accessibility of infrastructure for disabled people;
- to improve conditions for systematic sports practicing for economically active population; to encourage employers to create conditions for sports practicing in their enterprises and organizations;
- to use mass media, especially television and Internet, to inform population of physical culture and sports issues in the purpose of public education and further population involvement in systematic sports practicing;
- to contribute to the increase of the role of science in the study of basic and applied problems which determine the present and the future of mass and professional sport; to improve significantly sports manpower training and retraining;
- to assist to raise the standard of sports medicine and toughen doping control paying special attention not only to prohibitive and coercive methods of negative issues control but also to search of new effective technologies of training, means and methods of physical training, recovery tools as well as to the development of sportsmen reserve selection and preparation system;
- to stir up national sports figures` participation in the development of world sports movement including Olympic, Paralympic and Surdlympic, in order to assert the interests of Russian sport in international organizations and associations, particularly in IOC;
- to assist with the preparation of the winter Olympic and Paralympic Games 2014 to be held in Sochi, to broadcast the ideas of Olympic education and the development of Olympic and Paralympic movements in Russia subject to the decisions of the 13th Olympic Congress held in Copenhagen (2009); to contribute to the development of winter sports in Russia;
- to make use of the preparation of the XXVII World student games 2013 in Kazan as means of drawing students into regular sports activities and their integration if healthy lifestyle;
- to provide in the frame of the All-Russia forum "Russia - Country of Sports" for institution of prizes in different nominations in the area of physical culture and sport.
